I guess I goofed. Why didn't 

	$ svn-buildpackage --svn-noautodch

with

	edd at ron:~/src/debian/SVN> cat /home/edd/.svn-buildpackage.conf
	svn-builder=pdebuild
	#svn-builder=dpkg-buildpackage -us -uc -rfakeroot
	#svn-ignore
	svn-lintian

and 

	edd at ron:~/src/debian/SVN> ls tarballs/
	openmpi_1.2.3.orig.tar.gz
	edd at ron:~/src/debian/SVN>

pick up the tarball and make a full release?
