[Pkg-openmpi-maintainers] Compiler into -dev package?

I think that's fine esp. as we don't have that many other packages depend on it.

| P.S.: I got some help from a friend of mine in fixing the build-issue on
| Sparc which prevents OpenMPI from being accepted in testing. But this
| may take a while still. (He has a machine to test, at least.)
