[Pkg-openmpi-maintainers] Bug#444432: libopenmpi-dev: duplicate opalcc man page

Hi everyone!

I just wanted to fix this bug...

... but am not quite sure, how. The problem arises because openmpi-bin
isn't updated before libopenmpi-dev. So I'm wondering if adding
"openmpi-bin (<= 1.2.3)" to libopenmpi-dev's Depends section would a)
solve the problem and b) is the right way to do it.

I'm quite motivated to fix this, since it's my fault.
