[Pkg-openmpi-maintainers] Using quilt as patch system

Hi everyone,

would anyone object to moving from debhelper to quilt? It seems to be
the patch exchange format prefered by dpkg now and as a personal note,
debhelper drives me mad sometimes. (I guess I'm just to stupid to use
it.) The conversion is fairly simple and if noone objects, I'll make the
necessary changes.
