Two things:

 - wouldn't we have to have the package in testing at freeze date, so we
   would have to upload to unstable at least 10 days prior and then hope
   that everything goes as usual, no?  Looking at
      http://packages.qa.debian.org/o/openmpi.html 
   I see that most / all of our recent unstable->testing transitions went
   according to plan so we should be cautiously optimistic

 - I have absolutely no qualms about uploading pre-release snapshots, 
   esp when we (as here) have such good contact with upstream and no how
   small the changesets are.  Let's call it 1.2.7~rc2, mark in the changelog 
   that it is based on svn release xyz and be done with it. The 'appended
   tilde' is a really nice trick for the version number as any actual
   1.2.7 release will sort higher anyway.  
   
   That way our (ie Debian) housekeeping doesn't interfere with what Open MPI
   does and ndoes not take away from their 1.3 series.
