[Pkg-openmpi-maintainers] Open MPI 1.3 transition

All bugs blocking the transition should be fixed in the 1.3.2-3 upload.
The patch preventing mpicc from segfaulting is included upstream. Feel
free to re-schedule binNMUs as needed and contact me in case of
problems. Sorry for the delay!
