hello,

the init.d script of openssh-server is still called 'ssh', not
'openssh-server'.
currently, libssl0.9.8.postinst checks for 'openssh-server' and
therefore misses to restart ssh per default.

additionally, the postinst should also check for 'tor', which uses
libssl0.9.8 as well.
