[Pkg-openssl-devel] please add 10.1 back to the changelog

This is weird. The changelog items were quoted completely with the
closes: parts. So I don't know, why the bugs were not marked as closed
with this version.

Rather then releasing a new version, I mark the bug as fixed with this
version.
