[Pkg-osg-devel] Upgrade to 3.0 (quilt) format

Hi,

I have eventually stepped in and converted the package to the newer
quilt format. You can find it in the dev/2.9.11 development branch of
the repository.

It feels a lot easier to create and manage the patches. I have also
modified debian/rules in order to clean old stuff like osgIntrospection
and written different binary-arch and binary-indep targets in order to
separate documentation packages from binary ones, in addition to be able
to build them in parallel if possible.
