[Pkg-oss4-maintainers] Bug#630642: oss4-base: soundon.user et alter not supported by script init

Not sure if this belongs here or needs a separate report.
If soundon/soundoff will not be included, then please the oss4 init 
script support files under /var/lib/oss4 beyond legacy_devices.

soundon.user is handy for make post start configuration.
