Even if the userinterface part may disappear, an administrator/root can still 
adjust the value in the .htaccess file.

Another thing to keep in mind wrt max upload size on a debian system is that 
/tmp is 20% of RAM (by default).
That means that if the user has 1G of RAM, the max upload size is 200MB, 
regardless of what you set in the Admin section.
The only 'error' you get to see is "Failed to write to disk" and in the various 
log files you won't see an error.
