It used to ship a fallback using PHPDocX and PHPExcel, but it was so
horrible that upstream decided to throw it away.

That's the part used by the Documents app to edit ODT files.

Additional data point: the Recommends paragraph of README.Debian documents
the purpose of each item, as does the upstream admin documentation one can
browse from their ownCloud instance, as shipped in the owncloud-doc
package.
