From memory, the policy is quite liberal: anyone is welcome to work on 
packaging. 

Since this was only from memory, I've checked upstream whether my work was 
welcome. Well, the answer is yes [1] [2] :-)

I've tried to join the parrot team on alioth, but there was no response from 
the admins. 

I think they prefer to work on upstream mailing list even for Debian packaging 
activities. This is not a problem from my point of view.

Well, mostly. I've seen Gabor's presentation of Perl6 at last FOSDEM and I 
told myself that it's a shame that perl6/rakudo is not available on Debian. So 
I tried to package a recent rakudo-star, and found that it depends on parrot 
3.0.0, also missing on Debian.

I've logged a bug to get a new parrot package [3], but the lack of answer 
decided me to step up. I also thought it would be a good training since I plan 
to become a debian developer.

Next stable parrot release is in 2 weeks. I think it's better to wait for this 
release. Once this new release is done, I'll prepare a new package.

In the meantime, I'll send upstream the new package files, as Allison 
requested [1] Although I'd rather work with a VCS instead of sending patches 
by mail...
