[Pkg-parrot-devel] Fixed debian watch file

Hello

I've fixed parrot debian/watch file and committed the fix to my local git.

But I can't push this fix on alioth until my account is changed there by 
parrot-pkg admins. Note that I've already sent the request through the web 
interface.
