Just so you know, diffoscope has been released with ppu support now
built in. However, apparently ppudump (2.6.4) gives output in the local
timezone, but doesn't honor the TZ environment variable. For diffoscope
they now work around it by setting the TZDIR to a non-existent directory
as ppudump looks there. Does this already work better in 3.0.0? If not,
is it possible (should I file a wishlist bug) to force the output to UTC
and/or honor the timezone variable and/or output the timezone offset in
the output.
