Log:
(Re)create a directory for libxml-sax-perl, currently maintained by Jay Bonci
and *not* the pkg-perl group.

During the four months I've been waiting for Jay to respond on #430118,
I have done quite some work to prepare a new package version closing all
the open bugs.  I'm going to push this work to the pkg-perl repository
to have it somewhere public with backups. Jay can then decide what to
do with it if he doesn't want to give the package away.

I also found most of the old Debian versions in various corners of the
web; I'll push those in first so there's some history too.
