TODO: renaming /usr/bin/scandeps.pl and its manpage is nice, but there are
tons of references to scandeps.pl ...
* debian/rules:
- update with dh-make-perl's help
- rename /usr/bin/scandeps.pl to /usr/bin/scandeps as per policy; also
rename corresponding manpage
