Rejected: libencode-perl: part of the perl5.10 transition.

Transition description: Update from Perl 5.8 to Perl 5.10, changing the binary extension ABI

Your package is part of a testing transition designed to get perl
migrated (it is currently at version 5.8.8-12, we need version
5.10.0-10).  This transition is managed by the Release Team, and Marc
Brockschmidt is the Release-Team member responsible for it. Please
