I think we should create a text file for the packages we maintain explaining the user when to go to alitoh, when to lists, when to bugs etc.

Good point. OTOH would /usr/share/doc/perl be the wrong place, since we are not related with the guys that package perl.

Maybe a line in /usr/share/<package>/copyright below the packaged by line like:

This package is maintained by the Debian Perl Group. For further information see http://pkg-perl.alioth.debian.org/

As part of _each_ module?! This would be too repetitive. I would suggest adding it only in one place (probably in /usr/share/doc/perl/), and referenced from each module probably as it currently happens with /usr/share/common-licenses
