Due to the ongoing reformation in the Nigerian banking industries, the central bank governor, prof.Charles Soludo has mandated every individual commercial bank in Nigeria to come up with a capital base of Twenty-Five Billion Naira before the end of his year. 

He  stipulated that any bank that could not come up with the said capital before the end of this year will be closed down. In other to avoid this, he had advised that those that could not meet up with the requirement should go into merger or be sold out.

An investigation being carried out by the committee delegated by the central bank has come up with the following findings, that most commercial banks has decided not to pay up some of the foreign contractors and some unconcluded foreign transactions which amount to millions of Naira, by imposing some charges to the beneficiaries which they know that it will be difficult for them to pay, so as to use there fund to complete the capital base requirement of the Central bank. 

With this findings, the Central bank governor has issued an authority that every of such unconcluded transaction should be collated by the investigation department and the proceeds forwarded to the central bank for immediate payment to the affected beneficiaries.
