I can confirm this bug, and trying your patch it looks good and fixes
the behaviour.

I've therefore applied the patch to Report.pm in the Debian Perl
Group's svn repository and reported it at rt.cpan.org:

Could some DD from the DPG please check and if possible upload the
new revision?
