Dear Friend,

I am a banker attached to the private banking section of a prime bank here
in Scotland. I am contacting you independently in view of an investment
placed under our bank's management four years ago. If you are familiar
with private banking affairs, you may know that those who patronize our
services usually prefer anonymity and also some level of detachment from
conventional banking processes. Accounts are rarely held under a name
thus, depositors use numbers and codes to make the account anonymous. They
rarely nominate any next of kin, and usually in most cases leave wills.
In August 2002, the subject matter ref: bb/ftb/pbs/98 came to our bank
with a financial portfolio of $US19M (Nineteen million United States
Dollars) for a transaction with our private banking services department. I
was assigned to be his account officer in line with my duties at the bank.
We met on several occasions prior to any investments being placed. I
encouraged him to consider various growth funds with prime ratings, and
based on my advice we spun the money around various opportunities and made
some attractive margins.

In mid 2004, he asked that his funds be liquidated because he needed to
make some urgent transactions requiring cash. He directed me to deposit
the funds which now stand at US$21M (Twenty one million United States
dollars) with a security consultancy firm in Europe which I did in
accordance with his instructions. This firm is a specialist private firm
that accepts deposits from high net worth individuals and blue chip
corporations that undertake transactions that need immediate access to
cash.

The last communication I had with this fellow was on the 23rd of November,
2004 where he informed me that he needed his funds for some transaction,
in anticipation of his arrival from Norway later that week, I subsequently
alerted the security company. However, in June last year, I was surprised
to get a call from the security firm informing me of the inactivity of
that particular portfolio. I could not understand why he has not come up
to claim his deposit. I made futile efforts to locate him since I was the
only person that knows about the deposited funds at the security company.
I made the deposit myself on his behalf. Information started to trickle in
that he was apparently dead due to heart failure, in Cannes South of
France. This customer died in testate with no next of kin attached to his
biodata form in my bank. The investigation to locate a possible next of
kin launched by my bank has since been concluded without success.

I am prepared to place you in a position to claim these funds from the
security firm if you are prepared to work with me. I will simply nominate
you as the next of kin to the deceased and have the funds released to you.
The security firm has no single idea of the history or nature of the
deposit. They are simply awaiting instructions from me to release the
funds to any party I nominate, since I made the deposit abinitio. I would
have gone ahead to have the deposit released to me directly but that would
expose my involvement in claiming the funds. The alternative would be for
us to have the firm direct the funds to another bank with you as the
account holder. you may inform me of your conditions of cooperation with
me.

I am aware that my proposal smacks of unethical practice, but I want you
to understand that it is only an outsider to the banking world who finds
the internal politics of the banking world aberrational. The world of
private banking especially, is fraught with huge rewards for those who
occupy certain offices and oversee certain portfolios. You may not know
this but people like me who have made tidy sums out of comparable
situations run the whole private banking sector. I am not a criminal and
what I do, I do not find against good conscience. This may be hard for you
to understand, but the dynamics of my industry dictates that I make this
move. I ask that you do not be vindictive or destructive. If my offer is
of no appeal to you, delete this message and forget I ever contacted you.

I shall be awaiting your views and comments.

Regards,
David Luis
