Maybe I'm blind but I don't find "the fix" anywhere.
The last message in
https://rt.cpan.org/Public/Bug/Display.html?id=21472 is "I take this
back" (probably referring to the fix mentioned earlier), and the CVS
doesn't show any activity at
http://axkit.org/cgi-bin/viewcvs.cgi/DBD-SQLite/lib/DBD/

I'm resetting the fixed-upstream tag, wrote a mail to the CPAN bug,
and will "abuse" the 'forwarded' element to help us keep track of the
issue.
