RFA for some perl modules

I'll orphan mailscanner (no free docs in newer versions), which
depends on a bunch of perl modules, wanting to ask here first for
adoption before filing RFAs.

io-stringy
libarchive-tar-perl
libarchive-zip-perl
libcompress-zlib-perl
libconvert-binhex-perl
libdbd-maxdb-perl
libfilesys-df-perl
libsys-syslog-perl
mime-tools

If somebody wants to takeover mailscanner, please take over these
modules as well, which are not adopted by the perl maintainers.
