Actually it's quite easy: Just post your alioth username on
debian-perl at l.d.o (should be the same as your Debian login) and the
group admins can add you to the group.
Then it's just a svn-inject for each of your packages (and changing
some fields in debian/control afterwards) but others can help you
with these tasks.
