Bug#429521: undeclared dependencies on libdate-calc-perl and libdate-manip-perl

The file Spreadsheet/WriteExcel/Utility.pm contains the lines

use autouse 'Date::Calc'  => qw(Delta_DHMS Decode_Date_EU Decode_Date_US);
use autouse 'Date::Manip' => qw(ParseDate Date_Init);

therefore the Debian packages libdate-calc-perl and libdate-manip-perl
should be put into the dependencies or recommendations list of this
package. (The documentation in Utility.pm indicates that this package
may be useful without these two packages, and in fact in my case only
libdate-manip-perl is being used, so Recommends: is perhaps better.)
