This is not true. Official packages have higher priority over locally
installed, even if version number coincide. This happens to me very often: I
build a package, dpkg -i it manually, upload it to Debian, and then apt-get
reinstalls it from the repositories as soon as it enters them.
I'm tagging this bug as unreproducible and wontfix; please feel free to change
its status if you get other results than mine.
