Please make sure your packages are debhelper compat 6

Folks,

I have been trying to help out by keeping the upload queue empty.  I
have some requests which greatly help me (and other DDs who like to help
out by uploading and have limited time).  The following things really
need to be checked before marking a package as ready for upload:

 - (for NEW packages) that an ITP has been filed and closed in changelog
 - that the package uses debhelper compatibility level 6
 - that the package *actually* builds in a clean sid pbuilder
 - that the uploaders field is not cluttered with names of people who
   cannot actually upload (the field should only have DDs and DMs who
   have uploaded the package)
 - that it is clean when run against 'lintian -iI *.changes'

I can certainly do more for the team if these simple things are done.
It will also help improve the overall quality of the packages maintained
by the team (600+).
