It'd be nice if /usr/share/doc/libperl-critic-perl/perlcritic.el.gz was
instead installed under /usr/share/emacs/site-lisp so it could be used
directly (together with an /etc/emacs/site-start.d autoloads file).

You might already know doing that doesn't create a dependency on emacs.
(You don't have to do the whole byte-compile disaster initially, if you
don't want to.  The "subversion" package is an example of not doing so.)
