Just an idea:
Outdated META can be detected by insecting the meta-space/version 
field or even generated_by.

We could also translate the optional dependencies into Debian's 
Suggests.

All in all, META.yml seems like a good source of information to me. 
Even if not perfect in all cases, the results are supposed to be 
inspected by a human anyway :)
