Bug#537711: test suite hangs forever if run on system without localhost

If the build system is missing localhost in /etc/hosts,
the test suite does this, and hangs forever at the end:

FWIW, it's not unheard of for /etc/hosts to be empty.
This happens, for example, if you naively run debootstrap
and don't configure the chroot at all. The test suite could just detect
this and skip the tests..
