I agree with your reasoning, and for packages maintained by the
pkg-perl group we try to add the module name to the package's long
description for new packages and for new upstream versions. We've
also modified dh-make-perl to do s/This module/Module::Name/ when
creating a package.

Unfortunately there are still quite a few "old" package which don't
have the module name in the long description ...

I'm afraid this is really a difficult case, since this package
contains way too many single modules.
 
BTW: Apart from "apt-file search Module/Name.pm" you can also use
"dh-make-perl --locate Module::Name".
