Sorry about the double-reply. I've taken a look, here's the changelog
from 1.40 to the last version we have (1.37), which you have too:

If you have a better rationale for upgrading the version in Debian,
we'd be happy to hear it. However, given that there are a lot of
issues (wasted time testing/rebuilding/uploading things), it's
probably a waste. If you need the new version for a package you're
building, I suggest just depending on the old version instead (there
have been no feature changes since 1.37 and 1.40)
