I agree with Maik.  I've had an application choke when calling
decoded_content() on an HTTP::Message, with $@ =

Don't know how to decode Content-Encoding 'bzip2' at /usr/share/perl5/HTTP/Message.pm line 355, <$fl> line 1

This is apparently caused by the strictness in question.
