the merge of 'perl-modules' to 'perl' is planned

From my counts, only ~100 packages under pkg-perl need to be changed.

Let's! The biggest amount of changes (overall) will be done in various Perl
modules, so I wrote early. I will start coordinating the transition with
release team and preparing experimental perl packages meanwhile.
