SQL::Statement unusable in major Linux distributions

In one of the most basic uses of SQL:Statement, a simple update statement,
S:S version 1.15 does not work.  Almost everybody who has S:S has 1.15.  I
cannot be expected to tell every distro maintainer.  There ought to be a
central place where a bug in S:S 1.15 can be registered.  Where is that?

I think that place is rt.cpan.org. If it is somewhere else. please say.

[And I have provided easy to run test code.]
