Bug#548930: new version changes parser interface to factory

In this new version, with no warning, things that used to work,
ie, RPC::XML::Parser->new, now fail:

RPC::XML::Parser::new: This method should have been overridden by the
RPC::XML::Parser class at /usr/share/perl5/RPC/XML/Parser.pm line 46

This is its nice way of telling us that it has been converted
to a "factory".

This has broken at least ikiwiki, probably rtpg, and likely
other reverse dependencies. This seems unlikely to be fixed
upstream so it seems you have a minor transition on your hands.
