Bug#578901: libvideo-fourcc-info-perl: FTBFS with newer Module::Build: MYMETA.yml and MANIFEST

Hi,

Surely this issue causes upstream failures too. I'll fix it for a
subsequent release (upstream) when I have time. It's because
MANIFEST.SKIP is missing MYMETA.yml (if it is patched to include that
file, it will work too). This is due to perl 5.10.0 not having
MYMETA.yml files, but the toolchain shipped with 5.10.1 and newer
does, so this also affects 5.12.

I will fix this probably in a week or so. I've got two last exams, one
tomorrow morning and one on Wednesday.
