This package could be removed in order to close the RC bug - gscan2pdf is the
only reverse dependency and appears to be usable without libforks-perl (falling
back to the internal perl threads support which gscan2pdf used in earlier
versions).

If this checks out, this bug can be reassigned to release.debian.org for
removal from testing.
