Starting Catalyst based project with restart option fails complaining about missing dependency.
Steps to reproduce this bug:
catalyst.pl MyApp
cd MyApp/
../script/myapp_server.pl -r

Here is relevant output:
Couldn't load class (File::ChangeNotify::Watcher::Inotify) because: Linux::Inotify2 version 1.2 required--this is only version 1.1 at /usr/share/perl5/File/ChangeNotify/Watcher/Inotify.pm line 9.
