Bug#564384: libpoe-component-ikc-perl: FTBFS: tests hang

Hi Lucas,

Thanks for the bug report.

It looks like the best way to fix this issue is to add a
"HAS_INTERNET" (or perhaps in this case, HAS_LOCALHOST or HAS_NETWORK)
style flag to disable tests unless it is known that localhost is
available.
