Hmm, that would result in more work for people using the code, though.
Maybe it would be better to just upload an "unauthorized" release to
CPAN with the same name, minus the '-server' variant. It sounds like
you've put some effort into tracking down the original maintainer.

Maybe the CPAN admins will be able to advise further.
