Bug#638396: libwx-perl: runs testsuite as root

Hi,

While looking at Bug#630129, I noticed the following:

	$ debian/rules build
	make: `build' is up to date.

That's because the "build" directory confuses make.  Here's a minimal
fix, to illustrate the problem.

Ideally I would want to see a fix that could be applied uniformly to
CPAN modules somehow.  Thoughts?
