Hm.
I think writing to (an existing) $HOME is a bit weird at build time.

Agreed, the question is what $HOME is set to, and "who" sets it.

Having $HOME set during build by some of the involved tools would
indeed be more practical; be it sbuild or debhelper or even dpkg ...

(Until then I still support the idea of fixing our packages :))
