It should probably on an opt-in base anyway.

Another thought that crossed my mind:
The problem usually arises when dh-make-perl's refresh recreates the
list by parsing the changelog entries and thereby overwrites already
updated email addresses. Maybe most of the troubles could be solved
by addressing this issue, i.e. keep names from old d/copyright and
compare them to the search result in some way?
