I have been playing with the dh-make-perl code. I found it easier to map 
the name to the new email address. Since the changelog is parsed 
backwards I could avoid parsing the changelog twice. I did add something 
to the man page but not tests as there did not seem to be that many 
tests currently. I hit an issue with my pod doc but this is as much 
effort as I am willing to put in this week.

This relatively cautious patch would require a central mapping to be 
maintained on the Debian perl groups website -- unlike the the orignal 
version of the proposal which would require it to be maintained in the 
dh-make-perl code.
I have not made the change optional. I could try and argue that making 
it depend on special lines in the changelog is optional enough. However 
the real reason is that I have had enough of dh-make-perl internals for 
a bit.

As an experiment I updated the libanyevent-perl copyright.
