Bug#634048: libhtml-format-perl: Please remove "Local variables" section from debian/changelog

Opening /usr/share/doc/libhtml-format-perl/changelog.Debian.gz in Emacs
pops up a buffer with the local variables in that file and asks whether
to apply them.  This is annoying, and I don't really want to change my
email address to "mdorman at debian.org" in that buffer; I suspect at most
one person in the whole world would want to do that. ;-)
Please remove the useless section from the file.
