Test::ConsistentVersion makes use of Test::Pod::Content if available,
for more checking.  The libtest-consistentversion-perl package could
helpfully either Depends: or Recommends: the corresponding package.

I'd be tempted to make it a Depends: as I don't think Test::Pod::Content
drags in anything outrageous, and it would ensure
Test::ConsistentVersion always does its full checks, and always the same
set of checks.
