In a upstream bugreport [1] there is the following comment/reply:

Hi,

The KinoSearch project has moved to Apache and is now known as Apache 
Lucy.  The problems with Strawberry Perl compilation will not be fixed for
KinoSearch, but have been addressed on current Lucy svn trunk.  The 
upcoming Lucy 0.2.0 release should meet your needs.

Maybe we can really drop libkinosearch-perl from unstable too.
