As my messages to another bug seem to have been lost too, I just sent
an inquiry to the list owners about this.

Meanwhile, I re-sent my messages to modperl at perl.apache.org.
That did work, possibly because I happen to be subscribed to that.

I didn't do anything about this, let's see if the problem with the
dev list gets fixed.
